Colleen Ebbitt is a senior policy advisor and investment finance specialist in the UK Government Inclusive Economy Unit (GIEU) where she advises government departments on the creation of social investment funds that will lever external investment to tackle social challenges. GIEU is a cross-government team leveraging partnerships with private investment, responsible business, and social enterprises to address complex social issues such as homelessness or health inequalities.

Previously, Colleen was a vice president banker at J.P. Morgan (2007-2016) managing investments for ultra-high-net-worth families and foundations in Switzerland. Colleen was a LGT Impact Ventures fellow at mothers2mothers HIV/AIDs charity in South Africa working on innovate finance including the emerging market’s first Social Impact Bond.
